Our syllabus used to cover how to sew a pillow and make a decent omelet. But we realized that knowing how to bake a pie is far less important than knowing how to read a pie chart of a municipal tax levy. Welcome to modern Home Ec, where we study the tax policies that actually keep our school doors open.

Here in Chicago, public schools are a multi-billion dollar operation. But where does that money actually come from? The reality of local government accounting is that your neighborhood's schools are directly tied to the real estate market.

The Revenue Stream: Property Taxes & Beyond

When property owners in Chicago get their tax bill, they are actually paying a consolidated bill for several different taxing districts (the city, the county, the parks, the libraries). But the absolute biggest slice of that pie goes to Chicago Public Schools.

  • Local Property Taxes (~55% of the total tax bill): Over half of a Chicago homeowner's property tax payment goes directly to the Board of Education to fund teacher salaries, building maintenance, and pensions.
  • State of Illinois Funding: The state pitches in heavily using the Evidence-Based Funding (EBF) formula, which is supposed to send more money to districts with higher poverty rates and lower local property wealth.
  • Federal Funding: The federal government provides a smaller chunk, primarily through Title I grants (for low-income students) and funding for the National School Lunch Program.
